Troop 800 Positions of Responsibilities
and Requirements

Junior Leader Positions

The following Positions of PORs qualify for advancement in rank, fulfilling the requirements for the rank of Star, Life & Eagle:

Senior Patrol Leader - top junior leader in the group. He leads the patrol leaders’ council and, in consultation with the Scoutmaster, appoints other junior leaders and assigns specific responsibilities as needed.

Assistant Senior Patrol Leader - fills in for senior patrol leader in his absence. He also is responsible for training and giving direction to the quartermaster, scribe, troop historian, librarian, and instructors.

Junior Assistant Scoutmaster - a Scout 16 or older who supervises and supports other boy leaders as assigned and may work as an instructor.

Patrol Leader - gives leadership to members of his patrol and represents them on the patrol leaders’ council.

OA Troop Representative - a Troop 800 Arrowman that represents the troop at OA meetings and provides reports to the Troop of OA activities and events.

Chaplain Aide - assists in troop religious services and promotes religious emblems programs.

Den Chief - works with a Cub Scout den as a guide, help with den meetings, help Cub Scouts earn advancements and serve as a Scout role model for the younger boys. Work with the Asst. Scoutmaster for new Scouts and be a recruiter by bringing graduating Webelos Scouts into the Troop and by promoting joint pack-troop activities.

Scribe - the troop secretary. Attends patrol leaders council meetings and keeps a logbook of their decisions. Keeps record of attendance at meetings and activities, dues payments and troop advancements.

Quartermaster - supply and equipment "boss". Keep a current inventory of patrol and troop equipment, and see that it is in good condition. Work with patrol quartermasters, check equipment in and out and report to the patrol leaders’ council on equipment needing major repair or replacement.

Troop Guide - leader and "big brother" to the patrol of new Scouts.

Librarian - keeps the troop’s books, pamphlets, magazines, audiovisuals and merit badge counselor list available for checkout by Scouts and leaders. Keeps a file of all troop literature and a record of all material loaned out. Recommend new acquisitions and reports on repair or replacement needs.

Historian - collect and cares for troop memorabilia: photos, news stories, trophies, flags, scrapbooks, and awards. Collect and file information about former Scouts and leaders, and make materials available when needed for programs, news stories, or troop history projects.

Instructor - be proficient in one or more advancement skills which can be taught to other Scouts.

Bugler - plays trumpet or bugle at Troop events, mostly for reveille and meeting closings or lights out.

Troop 800 Position of Responsibility Requirements

Rank advancement in Troop 800 must adhere to the requirements as stated in the Boy Scout Handbook. To maintain consistent and fair assessment of each Scout’s achievements as they progress through the ranks Troop 800 provides this document to clarify those actions which define non-compliance to meet each rank’s requirements. Also needed to be taken into account is that these Positions of Responsibility (POR) are not just a title, they are necessary functions which provide the structure that a Troop needs to operate effectively. By fulfilling the role of each POR the Scout is experiencing and providing leadership which contributes to meetings and events running smoothly.

  1. Scouts must serve in one of the above listed POR’s for 4 months to earn the rank of Star, and for six months each to earn the ranks of Life and Eagle. The Troop will not use a "Scoutmaster-assigned leadership project to help the troop" as we have many POR’s to fill and not enough Scouts to fill them.
  2. Scouts must remain in these POR’s for the whole term to get signed off on this requirement. Sports, work and other outside activities are not considered an excused absence. If a Scout has an outside commitment, he must first clear it with the Scoutmaster and at least 1 other Scout leader or the committee chairperson and at least 1 other committee member to be considered an excused absence.
  3. Scouts will be expected to have only 3 excused absences during their POR tenure. If excess unexcused absences are collected, that Scout will have his POR time increased to cover the unexcused absences.
  4. Due to unexcused absences, a Scout’s POR time falls beyond the end of the Scout year, i.e. June. Then his POR time would extend into September to fulfill the POR tenure. The summer time will not be counted as the troop does not meet regularly during July and August.
  5. During the terms of the above listed POR’s, Scouts must attend all Troop meetings, outside events such as Troop campouts, camporees and hikes. Scouts having a POR of Patrol Leader, Asst. Senior Patrol Leader and Senior Patrol Leader must attend all Scoutmaster-Patrol Leaders meetings. If they are unable to attend with an excused absence, they must have their Asst. Patrol Leaders or another Scout they designate to attend the meeting so information can be passed back to the patrol first hand and in a timely manner.
  6. Scouts holding POR’s will have their attendance records checked to be sure they are complying with POR time requirements.
  7. If a Scout does not comply with the above stated POR requirements, his current POR will be removed from him and he will have to start his POR requirement again.

This is not a contract but a document that indicates that the Scout understands the requirements of holding the above described position to achieve rank advancement and perform the responsibilities of that position.
