Shall the Town of Raymond School Committee
be authorized to construct and equip a new K-4 elementary school at a cost not to exceed $7,795,145.00
and to renovate the existing Jordan Small School at a cost not to exceed $885,677.00,
and shall the Selectmen be authorized to issue bonds or notes in the name of the Town
for school construction and renovation purposes for these projects in an aggregate amount
not to exceed $8,680 822.00; the new K-4 elementary school to be located on about
47 acres of land owned by the Town on the westerly side of Webbs Mills Road?
A. The entire additional operating costs of
the new K-4 elementary school project during its first two years shall be borne by
revenues raised by the Town of Raymond.
B. The estimated amount of the additional
operating costs attributable to the new K-4 elementary school during each of the first two
years is $283,000.00.
C. The Town of Raymond shall be responsible
for the local share of debt service for the costs of the new K-4 elementary school project
in accordance with state law; the Town of Raymond shall be responsible for all of the debt
service for the costs of renovation of Jordan Small School.
The Raymond Board of Selectmen does not
recommend approval of this article.
The Raymond School Committee recommends
approval of this article.

Borrowing for a new K-4 elementary school
And renovations to the Jordan Small School
As of the referendum date, the total amount
of bonds of the Town of Raymond outstanding and unpaid is $4,938,727.91 of which $3,408,450.65
is principal and $1,530,277.26 is interest. The Town has no bonds authorized
and unissued. The total general obligation to be assumed if the article authorizing this
borrowing is ratified by the voters is $13,775,979.11. The total debt service costs
of the project will vary depending on the prevailing interest rates at the time the bonds
are issued. The total estimated debt service is $13,775,979.11 of which $8,680,822.00
is principal. Estimated interest of 5.33% over 20 years is $5,095,157.11
The validity of this obligation and
of the voter's ratification of this obligation may not be affected by any errors in the
estimate made pursuant to the above statement. If the actual amount of the total debt
service for the bond issue varies from the estimate, the ratification by the electors is
nevertheless conclusive and the validity of the obligation is not affected by reason of
the variance.
