Don Willard is a native of Scarborough, Maine, and is a graduate of the University of Maine Public Administration Program. He began his career in municipal government in 1983 as the first Town Manager of the Town of Dixfield. In 1986 Don became Town Manager of Rockport, a position he held until 2000. He began work for the Town of Raymond during December 2000 and lives in Raymond with his wife and son.
